Found missing reference for the "failed verification"

The "failed verification" tag in the Advocacy/Software section is supposed to link to this white paper: https://www.geocities.ws/moazakbar/PakLang.pdf I think this section needs more substantial revisions than just adding a citation, but at least it's a start.
